Home loan demand surges as interest rates dive (Reuters)

U.S. mortgage applications rose for the first time in three weeks as interest rates fell sharply and demand surged for home purchase and refinance loans, an industry group said on Wednesday.

Bank has to go by the sales agreement. When a certain amount of work has been completed, a pre-determined amount is due. Otherwise there is the potential of a builder getting paid ahead of time or going out of business, and the client being left with an unfinished structure.
