on the right side of the post # i have the little caution sign icon to 'report bad post'

Only donors can give rep points (positive or negative), which is probably why you can't see a scale icon Jason.

You just sign up to donate through this page. Donors get a bunch of perks that regular users don't get, including the ability to give reputation.
