1. They don't have enough business and are looking for something to keep them busy 2. They love filling out forms and talking to bureaucrats 3. They also do their own brain surgery 4. They have stock in White Out and are trying to bump its value 5. They don't realize a rejection or withdrawal will ruin their future 6. They are masochistic by nature 7. They think they will find two states that have idential requirements and forms 8. They have an employee who says he did licenses for a sales finance company in the '80s 9. It is very similar to filling out cross word puzzles 10. After trying, they become my best customers.
