Rep can be good or bad - a person can give either green (good) or red (bad). Everyone starts out with 10 rep points and goes from there. You'll get another green square under your post count (like Greg has) when you hit 100. Your square turns red if you go below 0, but I don't think anyone has a red square yet.

It might seem silly, but it can be helpful for people to be suspicious of "red" squares and more confident in "green" squares.

Any way to eliminate "spread rep around before giving more"

I see several quality posts from people and cannot give them credit because I am capped.

There is a way to eliminate it, but I'd rather not. I reset it to 10 instead of 20 last week. Giving rep to ten different people is easy with all the solid contributions we've seen here lately. If I set it to 0 or less than ten then I think the rep begins to be less meaningful, because people can "rep spam" - repeatedly pump up somebody's rep.
