Need 100% Purchase/Construction 2nd/Vacation Home Product

Does anybody know of any stated lot purchase/construction loan programs for 2nd/vacation homes. Looking to build house at wisp ski resort- Deep Creek Maryland. Hoping to find 100% LTV but all suggestions and programs appreciated.

I suggest M&T Bank. They have a program at 95% but they use the full appraised value after construction.
