Death of spouse

My mother lives in NC and owned a house with my father. According to my mother, my father was required to put her on the loan as a co-signer by law,........and she said she had to go to the closing and sign documents. However in all the loan documents her name does not appear anywhere.
Now here is where it gets tricky, my father passed away over a year ago and my mother has not notified the mortgage company. She has continued to make all the payments on time but now she, as well as I are getting concerned about what will happen to the house when she passes away. She is 70 yrs old, has fairly good credit but is on a very limited income. She is unsure if she will qualify for a loan however she can obviously afford the house given the past year and a half. What should she do so that she does not lose her house??????
