can anyone help in virginia

I have a borrower with 625 score and wants to do refi with cash out property state is virginia mortgage p/o is 3.3 mill appraised value is 10 million wants a cash out of 1 million no bankruptcy or forclosure this is refinance can any one please help me or guide me where i should go please call me 609-505-6377 or email me cominex@yahoo.com for more info this is clean case.
