67.5% Cash out Refi Florida

I need a lender who will do a Cash out Refi in Florida. 67.5% LTV, Debt Ratio 38%, 601 mid FICO. True Modular Home. The catch.. customer has judgements on credit report not on title. He disputes these judgements and does not want to pay them.
