The only lender I know of still doing 100% NOO is National Wholesale Funding. As of a couple of weeks ago, they were offering 100% NOO with a 660 Full Doc. They are capped at 95% SIVA. If you can do 95% SIVA, then check out UBS Home Finance (UBS Investment Bank). They also offer 95% NOO SIVA, plus their pricing is best I've found so far.
