100% Cash-Out Re-Fi?

Does anyone know of a lender that will offer an interest rate in the 7% to 8% range (par) for a 100% cash-out re-fi? I know First Franklin can do the deal, but the rates are a little high right now. Can anyone recommend someone else? Thanks in advance...

There are a handful of factors to be taken into consideration, but Fremont would be in that range (at par). What are the specifics of the deal?
